                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to public notification of an application for a license for
 1-3     a pawnshop in certain counties.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 371, Finance Code, is
 1-6     amended by adding Section 371.0571 to read as follows:
 1-7           Sec. 371.0571.  APPLICATION NOTICE TO PUBLIC OFFICIALS IN
 1-8     CERTAIN COUNTIES.  If an application is for a pawnshop that will be
 1-9     located in a county with a population of more than 50,000, the
1-10     commissioner shall give notice of each pawnshop license application
1-11     to:
1-12                 (1)  the state representative in whose district the
1-13     applicant's business is to be conducted; and
1-14                 (2)  the state senator in whose district the
1-15     applicant's business is to be conducted.
1-16           SECTION 2.  This Act takes effect September 1, 1999, and
1-17     applies only to an application for a pawnshop license that is filed
1-18     with the consumer credit commissioner on or after that date.  An
1-19     application filed before that date is governed by the law in effect
1-20     on the date that the application was filed, and the former law is
1-21     continued in effect for that purpose.
1-22           SECTION 3.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
 2-1     constitutional rule requiring bills to be read on three several
 2-2     days in each house be suspended, and this rule is hereby suspended.
