                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the identification of inmates of the Texas Department
 1-3     of Criminal Justice who are subject to a warrant from another
 1-4     jurisdiction.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Chapter 493, Government Code, is amended by
 1-7     adding Section 493.0145 to read as follows:
 1-8                Sec. 493.0145.  IDENTIFICATION OF INMATES SUBJECT TO
 1-9     WARRANT FROM ANOTHER JURISDICTION.  Before an inmate is discharged
1-10     or is released on parole or mandatory supervision from the
1-11     department, the department shall conduct a criminal history record
1-12     check to determine whether the inmate is the subject of an arrest
1-13     warrant issued by a court having jurisdiction outside of this
1-14     state.  In conducting the criminal history record check, the
1-15     department shall allow sufficient time for compliance with any
1-16     requirements related to notifying the proper authorities of the
1-17     inmate's discharge or release and providing for extradition of the
1-18     inmate.
1-19           SECTION 2.  This Act takes effect September 1, 1999.
1-20           SECTION 3.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended.
