                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the disclosure of information compiled by a grievance
 1-3     committee of the State Bar of Texas.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 81.072, Government Code, is amended by
 1-6     adding Subsection (h) to read as follows:
 1-7           (h)  All information and materials compiled by a grievance
 1-8     committee in connection with a complaint and investigation of an
 1-9     attorney are subject to  discovery or other legal process.
1-10           SECTION 2.  This Act takes effect September 1, 1999, and
1-11     applies only to a complaint filed on or after the effective date of
1-12     this Act.  A complaint filed before the effective date of this Act
1-13     is governed by the law in effect at the time the complaint was
1-14     filed, and that law is continued in effect for that purpose.
1-15           SECTION 3.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
