1-1 AN ACT
1-2 relating to the change of a driver's license or personal
1-3 identification certificate number of a victim of domestic violence.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. The subchapter heading to Subchapter M, Chapter
1-6 521, Transportation Code, is amended to read as follows:
1-7 SUBCHAPTER M. LICENSE EXPIRATION, [AND] RENEWAL,
1-8 AND NUMBER CHANGE
1-9 SECTION 2. Subchapter M, Chapter 521, Transportation Code,
1-10 is amended by adding Section 521.275 to read as follows:
1-11 Sec. 521.275. CHANGE OF DRIVER'S LICENSE OR PERSONAL
1-12 IDENTIFICATION CERTIFICATE NUMBER. (a) The department shall issue
1-13 to a person a new driver's license number or personal
1-14 identification certificate number on the person's showing a court
1-15 order stating that the person has been the victim of domestic
1-16 violence.
1-17 (b) The department may require each applicant to furnish the
1-18 information required by Section 521.142. If the applicant's name
1-19 has changed, the department may require evidence identifying the
1-20 applicant by both the former and new name.
1-21 (c) Except as provided by Sections 521.049(c), 730.005, and
1-22 730.006, the department may not disclose:
1-23 (1) the changed license or certificate number; or
1-24 (2) the person's name or any former name.
2-1 SECTION 3. This Act takes effect September 1, 1999.
2-2 SECTION 4. The importance of this legislation and the
2-3 crowded condition of the calendars in both houses create an
2-4 emergency and an imperative public necessity that the
2-5 constitutional rule requiring bills to be read on three several
2-6 days in each house be suspended, and this rule is hereby suspended.
