                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to counting military service for certain state employee
 1-3     benefits.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 651, Government Code, is amended by
 1-6     adding Section 651.005 to read as follows:
 1-7           Sec. 651.005.  CREDIT FOR MILITARY SERVICE.  In calculating a
 1-8     benefit of state employment that is based on length of service,
 1-9     including  longevity pay under Subchapter D, Chapter 659, vacation
1-10     time, and compensatory time, a state agency shall include in the
1-11     state employee's length of service any time served in the military
1-12     for which the state employee has purchased a service credit under
1-13     Subtitle B, Title 8.
1-14           SECTION 2.  This Act takes effect September 1, 1999, and
1-15     applies to any state employment benefit earned on or after that
1-16     date.
1-17           SECTION 3.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended.
