No. 1018 1-2 (Senate Sponsor: Sibley) 1-3 (In the Senate - Received from the House April 8, 1999; 1-4 April 9, 1999, read first time and referred to Committee on 1-5 Economic Development; May 11, 1999, reported favorably by the 1-6 following vote: Yeas 6, Nays 0; May 11, 1999, sent to printer.) 1-7 A BILL TO BE ENTITLED 1-8 AN ACT 1-9 relating to participation of cities and counties in the National 1-10 Flood Insurance Program. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Subchapter I, Chapter 16, Water Code, is amended 1-13 by adding Section 16.3145 to read as follows: 1-14 Sec. 16.3145. NATIONAL FLOOD INSURANCE PROGRAM ORDERS OR 1-15 ORDINANCES. The governing body of each city and county shall adopt 1-16 ordinances or orders, as appropriate, necessary for the city or 1-17 county to be eligible to participate in the National Flood 1-18 Insurance Program. 1-19 SECTION 2. The governing body of each city and county shall 1-20 adopt ordinances or orders, as appropriate, necessary for the city 1-21 or county to be eligible to participate in the National Flood 1-22 Insurance Program as required by Section 16.3145, Water Code, as 1-23 added by this Act, not later than January 1, 2001. 1-24 SECTION 3. The importance of this legislation and the 1-25 crowded condition of the calendars in both houses create an 1-26 emergency and an imperative public necessity that the 1-27 constitutional rule requiring bills to be read on three several 1-28 days in each house be suspended, and this rule is hereby suspended, 1-29 and that this Act take effect and be in force from and after its 1-30 passage, and it is so enacted. 1-31 * * * * *
