                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the role of school districts in student discipline for
 1-3     student actions outside of school-related activities.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 37.001, Education Code, is amended by
 1-6     adding Subsection (d) to read as follows:
 1-7           (d)  Except as otherwise provided by this chapter, a student
 1-8     code of conduct adopted by a school district under this section may
 1-9     only apply to a student's behavior on school property or while
1-10     attending a school-sponsored or school-related activity on or off
1-11     school property.
1-12           SECTION 2.  This Act takes effect September 1, 1999.
1-13           SECTION 3.  The importance of this legislation and the
1-14     crowded condition of the calendars in both houses create an
1-15     emergency and an imperative public necessity that the
1-16     constitutional rule requiring bills to be read on three several
1-17     days in each house be suspended, and this rule is hereby suspended.
