                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the appointment of members of the governing board of a
 1-3     state university or university system.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 51.352, Education Code, is amended by
 1-6     adding Subsection (g) to read as follows:
 1-7           (g)  In making or confirming appointments to the governing
 1-8     board of a general academic teaching institution or university
 1-9     system, the governor and senate shall take into consideration the
1-10     geographic diversity of the state as a whole.
1-11           SECTION 2.  (a)  This Act takes effect September 1, 1999.
1-12           (b)  The change in law made by this Act does not affect the
1-13     eligibility of a person serving on the governing board of a general
1-14     academic teaching institution or university system on the effective
1-15     date of this Act for the remainder of the term of office being
1-16     served on that date.
1-17           SECTION 3.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended.
