1-1 AN ACT
1-2 relating to prohibiting discharge or release payments to certain
1-3 inmates of the Texas Department of Criminal Justice.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 501.015, Government Code, is amended by
1-6 adding Subsection (f) to read as follows:
1-7 (f) Subsection (a)(3) does not apply to an inmate who on
1-8 discharge or release on parole, mandatory supervision, or
1-9 conditional pardon is transferred from the custody of the
1-10 institutional division to a state jail felony facility or who is
1-11 subject to a felony detainer and is released to the custody of
1-12 another jurisdiction.
1-13 SECTION 2. The change in law made by this Act applies only
1-14 to an inmate who is discharged or released from the institutional
1-15 division of the Texas Department of Criminal Justice on or after
1-16 the effective date of this Act. An inmate who is discharged or
1-17 released before the effective date of this Act is covered by the
1-18 law in effect at the time of discharge or release, and the former
1-19 law is continued in effect for that purpose.
1-20 SECTION 3. The importance of this legislation and the
1-21 crowded condition of the calendars in both houses create an
1-22 emergency and an imperative public necessity that the
1-23 constitutional rule requiring bills to be read on three several
1-24 days in each house be suspended, and this rule is hereby suspended,
2-1 and that this Act take effect and be in force from and after its
2-2 passage, and it is so enacted.
