1-1                                   AN ACT
 1-2     relating to the petition for creation of a civic center authority.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 281.013(c), Local Government Code, is
 1-5     amended to read as follows:
 1-6           (c)  The petition must include:
 1-7                 (1)  the signatures of a majority of the members of the
 1-8     governing body of at least:
 1-9                       (A)  one municipality, if the county in which the
1-10     proposed authority is located has only one municipality; or
1-11                       (B)  [in each of] two [or more] municipalities,
1-12     if the county in which the proposed authority is located has two or
1-13     more municipalities;
1-14                 (2)  a description of the boundaries of the proposed
1-15     authority;
1-16                 (3)  the names of the persons recommended for the first
1-17     board of directors;
1-18                 (4)  a statement of the desirability of or need for the
1-19     creation of the authority; and
1-20                 (5)  the name of the proposed authority.
1-21           SECTION 2.  This Act takes effect September 1, 1999, and
1-22     applies only to a petition filed on or after that date.  A petition
1-23     filed before the effective date of this Act is governed by the law
1-24     in effect on the date the petition was filed, and the former law is
 2-1     continued in effect for that purpose.
 2-2           SECTION 3.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended.
