By Gallego H.B. No. 1189 76R4533 CMR-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the petition for creation of a civic center authority. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Section 281.013(c), Local Government Code, is 1-5 amended to read as follows: 1-6 (c) The petition must include: 1-7 (1) the signatures of a majority of the members of the 1-8 governing body: 1-9 (A) in each of two or more municipalities, if 1-10 the population of the county in which the proposed authority is 1-11 located is 15,000 or more; or 1-12 (B) in one municipality, if the population of 1-13 the county in which the proposed authority is located is less than 1-14 15,000; 1-15 (2) a description of the boundaries of the proposed 1-16 authority; 1-17 (3) the names of the persons recommended for the first 1-18 board of directors; 1-19 (4) a statement of the desirability of or need for the 1-20 creation of the authority; and 1-21 (5) the name of the proposed authority. 1-22 SECTION 2. This Act takes effect September 1, 1999, and 1-23 applies only to a petition filed on or after that date. A petition 1-24 filed before the effective date of this Act is governed by the law 2-1 in effect on the date the petition was filed, and the former law is 2-2 continued in effect for that purpose. 2-3 SECTION 3. The importance of this legislation and the 2-4 crowded condition of the calendars in both houses create an 2-5 emergency and an imperative public necessity that the 2-6 constitutional rule requiring bills to be read on three several 2-7 days in each house be suspended, and this rule is hereby suspended.
