No. 1219 1-2 (In the Senate - Received from the House April 23, 1999; 1-3 April 26, 1999, read first time and referred to Committee on 1-4 Intergovernmental Relations; May 13, 1999, reported favorably by 1-5 the following vote: Yeas 5, Nays 0; May 13, 1999, sent to 1-6 printer.) 1-7 A BILL TO BE ENTITLED 1-8 AN ACT 1-9 relating to the accounting system in certain counties. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Section 112.002, Local Government Code, is 1-12 amended by adding Subsection (c) to read as follows: 1-13 (c) A regulation adopted under this section may not be 1-14 inconsistent with generally accepted accounting principles as 1-15 established by the Governmental Accounting Standards Board. 1-16 SECTION 2. (a) This Act applies only to a regulation 1-17 adopted by a county on or after the first day of the county's 1-18 fiscal year that begins on or after the effective date of this Act. 1-19 (b) A regulation adopted by a county before the first day of 1-20 the county's fiscal year that begins on or after the effective date 1-21 of this Act is covered by the law in effect immediately before the 1-22 effective date of this Act, and the former law continues in effect 1-23 for that purpose. 1-24 SECTION 3. The importance of this legislation and the 1-25 crowded condition of the calendars in both houses create an 1-26 emergency and an imperative public necessity that the 1-27 constitutional rule requiring bills to be read on three several 1-28 days in each house be suspended, and this rule is hereby suspended, 1-29 and that this Act take effect and be in force from and after its 1-30 passage, and it is so enacted. 1-31 * * * * *
