                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the organization and selection of officers of school
 1-3     district boards of trustees.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 11.061(c), Education Code, is amended to
 1-6     read as follows:
 1-7           (c)  Except as provided by Section 11.062, at the first
 1-8     meeting after each election and  qualification of trustees, other
 1-9     than a special election, the members shall, not more frequently
1-10     than annually, organize by selecting:
1-11                 (1)  a president, who must be a member of the board;
1-12                 (2)  a secretary, who may or may not be a member of the
1-13     board; and
1-14                 (3)  other officers and committees the board considers
1-15     necessary.
1-16           SECTION 2.  This Act takes effect September 1, 1999.
1-17           SECTION 3.  Section 11.061(c), Education Code, as amended by
1-18     this Act, does not prohibit a board of trustees from organizing and
1-19     electing new officers on or after the effective date of this Act,
1-20     regardless of the date on which the trustees previously selected
1-21     officers.  On the first date on or after the effective date of this
1-22     Act that trustees select officers, the trustees become subject to
1-23     Section 11.061(c), Education Code, as amended by this Act, and may
1-24     not select new officers until one year has elapsed, except to fill
 2-1     a vacancy.
 2-2           SECTION 4.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended.
