                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the abolition of the smart jobs fund program.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  The following laws are repealed:
 1-5                 (1)  Subchapter J, Chapter 481, Government Code;
 1-6                 (2)  Subchapter G, Chapter 204, Labor Code; and
 1-7                 (3)  Sections 204.0065 and 204.0625, Labor Code.              
 1-8           SECTION 2.  (a)  The smart jobs fund program established
 1-9     under Subchapter J, Chapter 481, Government Code, is abolished on
1-10     the effective date of this Act.  The Texas Department of Economic
1-11     Development may not award a grant under that program on or after
1-12     that date.
1-13           (b)  All unobligated and unexpended balances in the smart
1-14     jobs fund created under Section 481.154, Government Code, as that
1-15     section existed before repeal by this Act, are transferred on the
1-16     effective date of this Act to the general revenue fund.
1-17           (c)  A smart jobs fund grant awarded before the effective
1-18     date of this Act by the  Texas Department of Economic Development
1-19     is governed by the law in effect on the date that the grant was
1-20     awarded, and the former law is continued in effect for that
1-21     purpose.
1-22           SECTION 3.  This Act takes effect September 1, 1999.
1-23           SECTION 4.  The importance of this legislation and the
1-24     crowded condition of the calendars in both houses create an
 2-1     emergency and an imperative public necessity that the
 2-2     constitutional rule requiring bills to be read on three several
 2-3     days in each house be suspended, and this rule is hereby suspended.
