                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to a requirement that the University Interscholastic
 1-3     League hold public hearings on district assignments.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 33.083, Education Code, is amended by
 1-6     adding Subsection (e) to read as follows:
 1-7           (e)  To allow an opportunity for public comment, the
 1-8     University Interscholastic League shall hold a public hearing
 1-9     before assigning schools to appropriate districts for purposes of
1-10     interscholastic competition.
1-11           SECTION 2.  (a)  This Act takes effect September 1, 1999.
1-12           (b)  The University Interscholastic League shall comply with
1-13     Section 33.083(e), Education Code, as added by this Act, beginning
1-14     with assignments to districts for the 2000-2001 school year.
1-15           SECTION 3.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
