                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the creation of three judicial districts in El Paso
 1-3     County.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter C, Chapter 24, Government Code, is
 1-6     amended by adding Sections 24.535, 24.563, and 24.564 to read as
 1-7     follows:
 1-8           Sec. 24.535.  390TH JUDICIAL DISTRICT (EL PASO COUNTY).  The
 1-9     390th Judicial District is composed of El Paso County.
1-10           Sec. 24.563.  418TH JUDICIAL DISTRICT (EL PASO COUNTY).
1-11     (a)  The 418th Judicial District is composed of El Paso County.
1-12           (b)  The 418th District Court shall give preference to family
1-13     law matters.
1-14           Sec. 24.564.  419TH JUDICIAL DISTRICT (EL PASO COUNTY).
1-15     (a)  The 419th Judicial District is composed of El Paso County.
1-16           (b)  The 419th District Court shall give preference to felony
1-17     criminal law matters.
1-18           SECTION 2.  The 390th, 418th, and 419th judicial districts
1-19     are created and this Act takes effect September 1, 1999.
1-20           SECTION 3.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended.
