                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the composition of the 1st, 9th, and 14th court of
 1-3     appeals districts.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Sections 22.201(b), (j), and (o), Government
 1-6     Code, are amended to read as follows:
 1-7           (b)  The First Court of Appeals District is composed of the
 1-8     counties of Austin, Brazoria, Brazos, Burleson, [Chambers,]
 1-9     Colorado, Fort Bend, Galveston, Grimes, Harris, Montgomery
1-10     [Trinity], Walker, Waller, and Washington.
1-11           (j)  The Ninth Court of Appeals District is composed of the
1-12     counties of Angelina, Chambers, Hardin, Jasper, Jefferson, Liberty,
1-13     [Montgomery], Newton, Orange, Polk, San Jacinto, Trinity, and
1-14     Tyler.
1-15           (o)  The Fourteenth Court of Appeals District is composed of
1-16     the counties of Austin, Brazoria, Brazos, Burleson, [Chambers,]
1-17     Colorado, Fort Bend, Galveston, Grimes, Harris, Montgomery
1-18     [Trinity], Walker, Waller, and Washington.
1-19           SECTION 2.  This Act does not affect the jurisdiction on
1-20     appeal of any case from a county that is transferred by this Act to
1-21     a different court of appeals district if the transcripts for the
1-22     case were filed before the effective date of this Act in the
1-23     appropriate court of appeals district.
1-24           SECTION 3.  This Act takes effect September 1, 1999.
 2-1           SECTION 4.  The importance of this legislation and the
 2-2     crowded condition of the calendars in both houses create an
 2-3     emergency and an imperative public necessity that the
 2-4     constitutional rule requiring bills to be read on three several
 2-5     days in each house be suspended, and this rule is hereby suspended.
