1-1                                   AN ACT
 1-2     relating to authorizing The University of Texas M. D. Anderson
 1-3     Cancer Center to offer certain professional degree programs.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 73.102, Education Code, is amended to
 1-6     read as follows:
 1-7           Sec. 73.102.  PURPOSE; DEGREE PROGRAMS.  (a) The institution
 1-8     and its substations shall be devoted to the diagnosis, teaching,
 1-9     study, prevention, and treatment of neoplastic and allied diseases.
1-10           (b)  If the Texas Higher Education Coordinating Board
1-11     determines that the role and mission of the institution should be
1-12     changed to include degree-granting authority, the board of regents
1-13     may prescribe courses and conduct allied health professional degree
1-14     programs related to the purposes of the institution described by
1-15     Subsection (a).  The degree programs to be offered are subject to
1-16     approval by the coordinating board.
1-17           SECTION 2.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended,
1-22     and that this Act take effect and be in force from and after its
1-23     passage, and it is so enacted.
