                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to notification concerning certain students who transfer
 1-3     from one school district in this state to another.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 25, Education Code, is
 1-6     amended by adding Section 25.043 to read as follows:
 1-7           Sec. 25.043.  NOTIFICATION.  (a)  Not later than the 30th day
 1-8     after the date a student transfers from one school district in this
 1-9     state and  enrolls in another district in this state, the district
1-10     in which the student enrolls shall notify the district from which
1-11     the student transferred of the enrollment.
1-12           (b)  A school district is not required to provide notice
1-13     under Subsection (a)  if the student's transfer is pursuant to an
1-14     agreement between the districts under  this subchapter concerning
1-15     the transfer of students.
1-16           SECTION 2.  Section 29.204, Education Code, is amended by
1-17     adding Subsection (c) to read as follows:
1-18           (c)  Not later than the 30th day after the date a student
1-19     transfers from one school district and enrolls in another using a
1-20     public education  grant, the district in which the student enrolls
1-21     shall notify the district  from which the student transferred of
1-22     the enrollment.
1-23           SECTION 3.  Sections 25.043 and 29.204(c), Education Code, as
1-24     added by this Act, take effect September 1, 1999, and apply only to
 2-1     a student's enrollment in a school district on or after that date.
 2-2           SECTION 4.  The importance of this legislation and the
 2-3     crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended.
