No. 1368, in SECTION 1 as follows: 1-9 (1) In Section 448.034, Government Code, after "Capitol 1-10 grounds" and before the period (page 1, line 24) add ", subject to 1-11 approval by the State Preservation Board of the monument location 1-12 and design". 1-13 (2) Strike the second sentence of Section 448.034, 1-14 Government Code (page 1, lines 24-26). 1-15 A BILL TO BE ENTITLED 1-16 AN ACT 1-17 relating to the site of the Emancipation Juneteenth memorial 1-18 monument. 1-19 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-20 SECTION 1. Subchapter B, Chapter 448, Government Code, is 1-21 amended by adding Section 448.034 to read as follows: 1-22 Sec. 448.034. LOCATION OF MONUMENT. The site of the 1-23 monument established under this chapter shall be on the State 1-24 Capitol grounds. In this section, "State Capitol grounds" means 1-25 the area south of the Capitol, north of 11th Street, and inside the 1-26 historic cast-iron fencing. 1-27 SECTION 2. The importance of this legislation and the 1-28 crowded condition of the calendars in both houses create an 1-29 emergency and an imperative public necessity that the 1-30 constitutional rule requiring bills to be read on three several 1-31 days in each house be suspended, and this rule is hereby suspended, 1-32 and that this Act take effect and be in force from and after its 1-33 passage, and it is so enacted. 1-34 * * * * *
