                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to facilities and services for the care of the elderly or
 1-3     a person with a disability in certain municipal hospital
 1-4     authorities.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.   Section 262.034(e), Health and Safety Code, is
 1-7     amended to read as follows:
 1-8           (e) This section applies only to an authority that owns or
 1-9     operates a hospital licensed under Chapter 241 and that is located
1-10     in:
1-11                 (1)  a county with a population of 225,000 [35,000] or
1-12     less;
1-13                 (2)  those portions of extended municipalities that the
1-14     federal census bureau has determined to be rural; or
1-15                 (3)  an area that is not delineated as an urbanized
1-16     area by the federal census bureau.
1-17           SECTION 2.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended,
1-22     and that this Act take effect and be in force from and after its
1-23     passage, and it is so enacted.
