By Wilson H.B. No. 1528 76R6426 PAM-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to residency requirements for employees of certain 1-3 municipalities. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Section 150.021, Local Government Code, is 1-6 amended by amending Subsection (a) and adding Subsection (d) to 1-7 read as follows: 1-8 (a) A municipality with a population of less than 1,600,000 1-9 may not require residency within the municipal limits as a 1-10 condition of employment with the municipality. A municipality may 1-11 require residency within the United States as a condition of 1-12 employment. 1-13 (d) A municipality with a population of 1,600,000 or more 1-14 may not have a person in its employment unless the person resides 1-15 within the corporate limits of the municipality. 1-16 SECTION 2. The change in law made by this Act does not apply 1-17 to a person who, immediately before the effective date of this Act, 1-18 was in the employment of the municipality and resided outside the 1-19 corporate limits of the municipality. 1-20 SECTION 3. The importance of this legislation and the 1-21 crowded condition of the calendars in both houses create an 1-22 emergency and an imperative public necessity that the 1-23 constitutional rule requiring bills to be read on three several 1-24 days in each house be suspended, and this rule is hereby suspended.
