1-1                                   AN ACT
 1-2     relating to validating certain conveyances of land formerly used
 1-3     for the superconducting super collider research  facility.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  VALIDATION OF CONVEYANCE OF LAND USED FOR
 1-6     SUPERCONDUCTING SUPER COLLIDER RESEARCH FACILITY.  A conveyance of
 1-7     land subject to a preference right described by Section 31.309,
 1-8     Natural Resources Code, that occurred before the effective date of
 1-9     this Act is validated as of the date it occurred.  The right,
1-10     title, and interest to the land is relinquished, confirmed, and
1-11     granted to the purchaser under the conveyance instrument subject
1-12     only to the conditions, limitations, and restrictions described and
1-13     imposed by the conveyance instrument.
1-14           SECTION 2.  EFFECT ON LITIGATION.  This Act does not validate
1-15     a conveyance if the validity of the conveyance is the subject of a
1-16     suit filed before the effective date of this Act and the conveyance
1-17     is ultimately determined invalid by a court.
1-18           SECTION 3.  EMERGENCY.  The importance of this legislation
1-19     and the crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
1-22     days in each house be suspended, and this rule is hereby suspended,
1-23     and that this Act take effect and be in force from and after its
1-24     passage, and it is so enacted.
