 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to validating certain conveyances of land formerly used
 1-9     for the superconducting super collider research  facility.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  VALIDATION OF CONVEYANCE OF LAND USED FOR
1-12     SUPERCONDUCTING SUPER COLLIDER RESEARCH FACILITY.  A conveyance of
1-13     land subject to a preference right described by Section 31.309,
1-14     Natural Resources Code, that occurred before the effective date of
1-15     this Act is validated as of the date it occurred.  The right,
1-16     title, and interest to the land is relinquished, confirmed, and
1-17     granted to the purchaser under the conveyance instrument subject
1-18     only to the conditions, limitations, and restrictions described and
1-19     imposed by the conveyance instrument.
1-20           SECTION 2.  EFFECT ON LITIGATION.  This Act does not validate
1-21     a conveyance if the validity of the conveyance is the subject of a
1-22     suit filed before the effective date of this Act and the conveyance
1-23     is ultimately determined invalid by a court.
1-24           SECTION 3.  EMERGENCY.  The importance of this legislation
1-25     and the crowded condition of the calendars in both houses create an
1-26     emergency and an imperative public necessity that the
1-27     constitutional rule requiring bills to be read on three several
1-28     days in each house be suspended, and this rule is hereby suspended,
1-29     and that this Act take effect and be in force from and after its
1-30     passage, and it is so enacted.
