1-1 AN ACT
1-2 relating to purchasing requirements for school districts and junior
1-3 college districts.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Subchapter A, Chapter 130, Education Code, is
1-6 amended by adding Section 130.010 to read as follows:
1-7 Sec. 130.010. PURCHASING CONTRACTS. (a) The provisions of
1-8 Subchapter B, Chapter 44, relating to the purchase of goods and
1-9 services under contract by a school district apply to the purchase
1-10 of goods and services under contract by a junior college district.
1-11 (b) To the extent of any conflict, the provisions of
1-12 Subchapter B, Chapter 44, prevail over any other law relating to
1-13 the purchase of goods and services by a junior college district.
1-14 SECTION 2. Subchapter B, Chapter 271, Local Government Code,
1-15 is amended by adding Section 271.023 to read as follows:
1-16 Sec. 271.023. CONFLICT OF LAWS. To the extent of any
1-17 conflict, the provisions of Subchapter B, Chapter 44, Education
1-18 Code, relating to the purchase of goods and services under contract
1-19 by a school district prevail over this subchapter.
1-20 SECTION 3. The importance of this legislation and the
1-21 crowded condition of the calendars in both houses create an
1-22 emergency and an imperative public necessity that the
1-23 constitutional rule requiring bills to be read on three several
1-24 days in each house be suspended, and this rule is hereby suspended,
2-1 and that this Act take effect and be in force from and after its
2-2 passage, and it is so enacted.
