                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to an exception to the game bird breeder's license
 1-3     requirement.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 45.001, Parks and Wildlife Code, is
 1-6     amended to read as follows:
 1-7            Sec. 45.001.  LICENSE REQUIRED.  (a)  No person may possess
 1-8     game birds in captivity for the purpose of propagation or sale
 1-9     without first  acquiring the proper license authorized to be issued
1-10     under this chapter.
1-11           (b)  A license issued under this chapter is not required if a
1-12     person possesses not more than 12 game birds for personal use only.
1-13           SECTION 2.  This Act takes effect September 1, 1999.
1-14           SECTION 3.  The importance of this legislation and the
1-15     crowded condition of the calendars in both houses create an
1-16     emergency and an imperative public necessity that the
1-17     constitutional rule requiring bills to be read on three several
1-18     days in each house be suspended, and this rule is hereby suspended.
