                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to compensation of public school teachers for a longer
 1-3     work day.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter I, Chapter 21, Education Code, is
 1-6     amended by adding Section 21.4031 to read as follows:
 1-7           Sec. 21.4031.  COMPENSATION FOR LONGER WORK DAY.  (a)  A
 1-8     school district may not require a teacher to attend more than one
 1-9     school-related meeting or other activity each week beyond the
1-10     regular teacher work day unless the district compensates the
1-11     teacher for the time spent on the activity.
1-12           (b)  The teacher shall be compensated for the time spent on
1-13     an activity in accordance with Subsection (a) based on a
1-14     proportionate amount of the teacher's daily rate of pay.
1-15           (c)  For purposes of this section, a teacher's daily rate of
1-16     pay is the quotient of the teacher's salary for a school year
1-17     divided by the number of days of service for that year as
1-18     determined under Section 21.401.
1-19           SECTION 2.  This Act applies beginning with the 1999-2000
1-20     school year.
1-21           SECTION 3.  The importance of this legislation and the
1-22     crowded condition of the calendars in both houses create an
1-23     emergency and an imperative public necessity that the
1-24     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended,
 2-2     and that this Act take effect and be in force from and after its
 2-3     passage, and it is so enacted.
