                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to providing notification of utility service connections
 1-3     to appraisal and emergency services districts.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 366.005, Health and Safety Code, is
 1-6     amended by amending Subsection (d) and adding Subsection (e) to
 1-7     read as follows:
 1-8           (d)  The county judge shall forward the list compiled under
 1-9     Subsection (a) to each appraisal district and each emergency
1-10     communications district having jurisdiction over an area in which
1-11     an address on the list is included.
1-12           (e)  In this section:
1-13                 (1)  "Appraisal district" means a district established
1-14     under Section 6.01, Tax Code.
1-15                 (2)  "Electric [, "electric] utility" means an
1-16     investor-owned utility, electric cooperative corporation, river
1-17     authority, or municipally owned utility that provides distribution
1-18     service to retail customers of electricity.
1-19                 (3)  "Emergency communications district" means a
1-20     district established under Chapter 772.
1-21           SECTION 2.  This Act takes effect September 1, 1999.
1-22           SECTION 3.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
 2-1     constitutional rule requiring bills to be read on three several
 2-2     days in each house be suspended, and this rule is hereby suspended.
