1-1 AN ACT 1-2 relating to the creation of a uniform strategy to attract a student 1-3 population that reflects the population of the state at 1-4 institutions of higher education. 1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-6 SECTION 1. Subchapter C, Chapter 61, Education Code, is 1-7 amended by adding Section 61.086 to read as follows: 1-8 Sec. 61.086. UNIFORM RECRUITMENT AND RETENTION STRATEGY. 1-9 (a) The board shall develop and annually update a uniform strategy 1-10 to identify, attract, retain, and enroll students that reflect the 1-11 population of this state. 1-12 (b) Each institution of higher education shall implement the 1-13 uniform strategy developed under Subsection (a). Each institution 1-14 shall report annually to the board the manner in which the 1-15 institution has implemented the uniform strategy. 1-16 SECTION 2. The Texas Higher Education Coordinating Board 1-17 shall adopt a uniform strategy to identify, attract, retain, and 1-18 enroll students that reflect the population of this state as 1-19 required by Section 61.086, Education Code, as added by this Act, 1-20 not later than January 1, 2000. 1-21 SECTION 3. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 2-1 days in each house be suspended, and this rule is hereby suspended, 2-2 and that this Act take effect and be in force from and after its 2-3 passage, and it is so enacted. _______________________________ _______________________________ President of the Senate Speaker of the House I certify that H.B.
