No. 1678 1-2 (Senate Sponsor - Barrientos) 1-3 (In the Senate - Received from the House May 13, 1999; 1-4 May 14, 1999, read first time and referred to Committee on 1-5 Education; May 14, 1999, reported favorably by the following vote: 1-6 Yeas 5, Nays 1; May 14, 1999, sent to printer.) 1-7 A BILL TO BE ENTITLED 1-8 AN ACT 1-9 relating to the creation of a uniform strategy to attract a student 1-10 population that reflects the population of the state at 1-11 institutions of higher education. 1-12 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-13 SECTION 1. Subchapter C, Chapter 61, Education Code, is 1-14 amended by adding Section 61.086 to read as follows: 1-15 Sec. 61.086. UNIFORM RECRUITMENT AND RETENTION STRATEGY. 1-16 (a) The board shall develop and annually update a uniform strategy 1-17 to identify, attract, retain, and enroll students that reflect the 1-18 population of this state. 1-19 (b) Each institution of higher education shall implement the 1-20 uniform strategy developed under Subsection (a). Each institution 1-21 shall report annually to the board the manner in which the 1-22 institution has implemented the uniform strategy. 1-23 SECTION 2. The Texas Higher Education Coordinating Board 1-24 shall adopt a uniform strategy to identify, attract, retain, and 1-25 enroll students that reflect the population of this state as 1-26 required by Section 61.086, Education Code, as added by this Act, 1-27 not later than January 1, 2000. 1-28 SECTION 3. The importance of this legislation and the 1-29 crowded condition of the calendars in both houses create an 1-30 emergency and an imperative public necessity that the 1-31 constitutional rule requiring bills to be read on three several 1-32 days in each house be suspended, and this rule is hereby suspended, 1-33 and that this Act take effect and be in force from and after its 1-34 passage, and it is so enacted. 1-35 * * * * *
