                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to designating certain substances as Schedule I or
 1-3     Schedule III controlled substances under the Texas Controlled
 1-4     Substances Act.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Subchapter B, Chapter 481, Health and Safety
 1-7     Code, is amended by adding Section 481.037 to read as follows:
 1-8           Sec. 481.037.  DESIGNATION OF CERTAIN SUBSTANCES.  (a)
 1-9     Notwithstanding any other provision of this subchapter:
1-10                 (1)  Schedule I includes gamma butyrolactone; and
1-11                 (2)  Schedule III includes:
1-12                       (A)  Androstenedione; and
1-13                       (B)  19-Norandrostenedione.
1-14           (b)  Notwithstanding Sections 481.032(a) and 481.034, the
1-15     commissioner may not modify:
1-16                 (1)  Schedule I to exclude gamma butyrolactone; or
1-17                 (2)  Schedule III to exclude Androstenedione or
1-18     19-Norandrostenedione.
1-19           SECTION 2.  This Act takes effect September 1, 1999.
1-20           SECTION 3.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended.
