                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the creation of a sex offender compliance unit in the
 1-3     Texas Department of Public Safety.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter A, Chapter 411, Government Code, is
 1-6     amended by adding Section 411.0098 to read as follows:
 1-7           Sec. 411.0098.  SEX OFFENDER COMPLIANCE UNIT.  (a)  The
 1-8     director shall create a sex offender compliance unit to be operated
 1-9     by the department.
1-10           (b)  The sex offender compliance unit shall investigate and
1-11     arrest individuals determined to have committed a sexually violent
1-12     offense, as defined by Article 62.01, Code of Criminal Procedure.
1-13           (c)  The legislature may appropriate funds to the department
1-14     from the fugitive apprehension account for the purpose of paying
1-15     the costs to the department of implementing this section.
1-16           (d)  The department may adopt rules as necessary to implement
1-17     this section.
1-18           SECTION 2.  This Act takes effect September 1, 1999.
1-19           SECTION 3.  The importance of this legislation and the
1-20     crowded condition of the calendars in both houses create an
1-21     emergency and an imperative public necessity that the
1-22     constitutional rule requiring bills to be read on three several
1-23     days in each house be suspended, and this rule is hereby suspended.
