                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to firemen enrolled in fire science courses.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 54.208, Education Code, is amended to
 1-5     read as follows:
 1-6           The governing boards of the state institutions of collegiate
 1-7     rank supported in whole or in part by public funds shall exempt
 1-8     from the payment of tuition and laboratory fees any person who is
 1-9     employed as a fireman by any political subdivision of the state or
1-10     who serves as a volunteer member of a volunteer fire department and
1-11     who is certified by either the Texas Commission on Fire Protection
1-12     or the State Firemen's and Fire Marshals' Association of Texas and
1-13     who enrolls in a course or courses offered as part of a fire
1-14     science curriculum.  The exemption provided does not apply to
1-15     deposits which may be required in the nature of security for the
1-16     return or proper care of property loaned for the use of students.
1-17           SECTION 2.  This Act takes effect September 1, 1999.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended.
