                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the creation of an offense prohibiting children from
 1-3     dancing under certain circumstances.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Chapter 42, Penal Code, is amended by adding
 1-6     Section 42.13 to read as follows:
 1-7           Sec. 42.13.  CERTAIN DANCING WITH CHILDREN PROHIBITED.  (a)
 1-8     In this section, "child" means a person younger than 18 years of
 1-9     age.
1-10           (b)  A person commits an offense if the person employs,
1-11     authorizes, or induces a child to dance with another in exchange
1-12     for a benefit.
1-13           (c)  A person commits an offense if the person confers a
1-14     benefit on the child or another in exchange for dancing with the
1-15     child.
1-16           (d)  A child commits an offense if the child dances with
1-17     another in exchange for a benefit.
1-18           (e)  An offense under this section is a Class C misdemeanor.
1-19           SECTION 2.  This Act takes effect September 1, 1999.
1-20           SECTION 3.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended.
