                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the issuance of an identification card to a justice of
 1-3     the peace or municipal court judge by the Office of Court
 1-4     Administration of the Texas Judicial System.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Chapter 72, Government Code, is amended by adding
 1-7     Subchapter F to read as follows:
 1-8           SUBCHAPTER F.  JUSTICE OF THE PEACE OR MUNICIPAL COURT
 1-9                          JUDGE IDENTIFICATION CARD
1-10           Sec. 72.101.  RULES.  The office shall adopt rules for
1-11     administering this subchapter.
1-12           Sec. 72.102.  FORM OF IDENTIFICATION CARD.  The office by
1-13     rule shall adopt the form of an identification card issued under
1-14     this subchapter.  The identification card must include:
1-15                 (1)  the full name, date of birth, residence address,
1-16     hair color, eye color, height, and weight of the person to whom the
1-17     card is issued;
1-18                 (2)  the term of office to which the person is elected
1-19     or appointed; and
1-20                 (3)  a color photograph of the person to whom the card
1-21     is issued.
1-22           Sec. 72.103.  NOTICE OF APPOINTMENT OR ELECTION.  (a)  Not
1-23     later than the 15th day after the date a person is appointed or
1-24     elected as the judge of a municipal court, the governing body of
 2-1     the municipality shall notify the office in writing of the judge's
 2-2     appointment or election.
 2-3           (b)  Not later than the 15th day after the date a person is
 2-4     appointed or elected as a justice of a justice court, the
 2-5     commissioners court of the county in which the justice precinct is
 2-6     located shall notify the office in writing of the justice's
 2-7     appointment or election.
 2-8           Sec. 72.104.  ISSUANCE OF IDENTIFICATION CARD.  Not later
 2-9     than the 30th day after the date notice under Section 72.103 is
2-10     received, the office shall issue to the person who is the subject
2-11     of the notice an identification card that complies with this
2-12     subchapter.
2-13           Sec. 72.105.  EXPIRATION.  An identification card issued
2-14     under this subchapter expires on the date the judge's term of
2-15     office expires.
2-16           Sec. 72.106.  FEE.  The office may charge a fee for issuing
2-17     an identification card under this subchapter in an amount necessary
2-18     to cover the costs of administering this subchapter.
2-19           SECTION 2.  (a)  The Office of Court Administration of the
2-20     Texas Judicial System shall adopt rules and a form of an
2-21     identification card as required by Subchapter F,  Government Code,
2-22     as added by this Act, not later than October 1, 1999.
2-23           (b)  The governing body of a county or municipality shall
2-24     notify the Office of Court Administration of the Texas Judicial
2-25     System, as required by Section 72.103, Government Code, as added by
2-26     this Act, of an appointment or election occurring on or after
2-27     October 1, 1999.
 3-1           SECTION 3.  This Act takes effect September 1, 1999.
 3-2           SECTION 4.  The importance of this legislation and the
 3-3     crowded condition of the calendars in both houses create an
 3-4     emergency and an imperative public necessity that the
 3-5     constitutional rule requiring bills to be read on three several
 3-6     days in each house be suspended, and this rule is hereby suspended.
