1-6 A BILL TO BE ENTITLED
1-7 AN ACT
1-8 relating to the composition of the Texas Groundwater Protection
1-9 Committee.
1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11 SECTION 1. Section 26.403(c), Water Code, is amended to read
1-12 as follows:
1-13 (c) The committee is composed of:
1-14 (1) the executive director of the commission;
1-15 (2) the executive administrator of the Texas Water
1-16 Development Board;
1-17 (3) the executive director of the Railroad Commission
1-18 of Texas;
1-19 (4) the commissioner of health of the Texas Department
1-20 of Health;
1-21 (5) the deputy commissioner of the Department of
1-22 Agriculture;
1-23 (6) the executive director of the State Soil and Water
1-24 Conservation Board;
1-25 (7) the Director of the Texas Agricultural Experiment
1-26 Station;
1-27 (8) the director of the Bureau of Economic Geology of
1-28 The University of Texas at Austin; [and]
1-29 (9) a representative selected by the Texas Alliance of
1-30 Groundwater Districts; and
1-31 (10) a representative of the Water Well Drillers and
1-32 Water Well Pump Installers Program of the Texas Department of
1-33 Licensing and Regulation selected by the executive director of the
1-34 department.
1-35 SECTION 2. As soon as possible on or after the effective
1-36 date of this Act the executive director of the Texas Department of
1-37 Licensing and Regulation shall appoint to the Texas Groundwater
1-38 Protection Committee a representative of the Water Well Drillers
1-39 and Water Well Pump Installers Program of the department.
1-40 SECTION 3. The importance of this legislation and the
1-41 crowded condition of the calendars in both houses create an
1-42 emergency and an imperative public necessity that the
1-43 constitutional rule requiring bills to be read on three several
1-44 days in each house be suspended, and this rule is hereby suspended,
1-45 and that this Act take effect and be in force from and after its
1-46 passage, and it is so enacted.
