                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to one-stop inspection stations at the border of this
 1-3     state and Mexico.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  During the state fiscal biennium beginning
 1-6     September 1, 1999, the Texas Department of Transportation shall
 1-7     develop a proposal to construct a one-stop inspection facility at
 1-8     one or more locations at the border of this state and Mexico and
 1-9     shall seek federal funding for the facilities, including funding
1-10     available under the Transportation Equity Act for the 21st Century
1-11     (Pub. L. No. 105-178).
1-12           SECTION 2.  This Act takes effect September 1, 1999, and
1-13     expires August 31, 2001.
1-14           SECTION 3.  The importance of this legislation and the
1-15     crowded condition of the calendars in both houses create an
1-16     emergency and an imperative public necessity that the
1-17     constitutional rule requiring bills to be read on three several
1-18     days in each house be suspended, and this rule is hereby suspended.
