                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the authority of the commissioners court of a county to
 1-3     contract for the collection of delinquent ad valorem taxes.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 6.30, Tax Code, is amended by adding
 1-6     Subsection (d) to read as follows:
 1-7           (d)  The commissioners court of a county may enter into a
 1-8     contract under Subsection (c) only with the advice and consent of
 1-9     the county assessor-collector.
1-10           SECTION 2.  This Act takes effect January 1, 2000.  The
1-11     change in law made by this Act applies only to a contract for the
1-12     collection of delinquent ad valorem taxes that is entered into on
1-13     or after January 1, 2000.  A contract for the collection of
1-14     delinquent ad valorem taxes that was entered into before January 1,
1-15     2000, is governed by the law in effect when the contract was
1-16     entered into, and the former law is continued in effect for that
1-17     purpose.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
1-22     days in each house be suspended, and this rule is hereby suspended.
