                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to a review of state funding formulas that require local
 1-3     matching funds.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  DEFINITION.  In this Act "economically
 1-6     disadvantaged county" means a county that has, in comparison to
 1-7     other counties in the state:
 1-8                 (1)  below average per capita taxable property value;
 1-9                 (2)  below average per capita income; and
1-10                 (3)  above average unemployment.
1-11           SECTION 2.  REVIEW OF FUNDING FORMULAS.  The Legislative
1-12     Budget Board shall review each state funding formula that requires
1-13     local matching funds to determine whether the requirement of local
1-14     matching funds creates an undue burden on the revenues of political
1-15     subdivisions located in economically disadvantaged counties.
1-16           SECTION 3.  REPORT.  Before September 1, 2000, the
1-17     Legislative Budget Board shall submit a report to the governor, the
1-18     lieutenant governor, and the speaker of the house of
1-19     representatives detailing the results of its review and proposing
1-20     alternatives to current matching funding formulas that would afford
1-21     political subdivisions located in economically disadvantaged
1-22     counties the ability to compete for state funding on an equal basis
1-23     with political subdivisions in other counties.
1-24           SECTION 4.  EFFECTIVE AND EXPIRATION DATES.  This Act takes
 2-1     effect September 1, 1999, and expires September 1, 2000.
 2-2           SECTION 5.  EMERGENCY.  The importance of this legislation
 2-3     and the crowded condition of the calendars in both houses create an
 2-4     emergency and an imperative public necessity that the
 2-5     constitutional rule requiring bills to be read on three several
 2-6     days in each house be suspended, and this rule is hereby suspended.
