By Carter H.B. No. 1925 Substitute the following for H.B. No. 1925: By Chisum C.S.H.B. No. 1925 A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the display of the Flag of the State of Texas at the 1-3 capitol building. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Chapter 443, Government Code, is amended by 1-6 adding Section 443.024 to read as follows: 1-7 Sec. 443.024. DISPLAY OF THE TEXAS AND UNITED STATES FLAG. 1-8 (a) The Flag of the State of Texas and the Flag of the United 1-9 States shall be flown on the same pole above the south door of the 1-10 Capitol Building. 1-11 (b) The Flag of the State of Texas alone shall be flown 1-12 above the north door of the Capitol Building. 1-13 (c) In the event that the flags shall be flown at half 1-14 staff, the Flag of the United States alone shall be flown above the 1-15 south door and the Flag of the State of Texas alone shall be flown 1-16 above the north door of the Capitol Building. 1-17 (d) On the occasion of the flying of the POW/MIA flag, the 1-18 POW/MIA flag and the Flag of the United States shall be flown above 1-19 the south door of the Capitol Building and the Flag of the State of 1-20 Texas alone shall be flown above the north door of the Capitol 1-21 Building. 1-22 SECTION 2. EMERGENCY. The importance of this legislation 1-23 and the crowded condition of the calendars in both houses create an 1-24 emergency and an imperative public necessity that the 2-1 constitutional rule requiring bills to be read on three several 2-2 days in each house be suspended, and this rule is hereby suspended.
