                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the fee for issuance of Texas Commission on the Arts
 1-3     license plates.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Sections 502.272(c) and (d), Transportation Code,
 1-6     are amended to read as follows:
 1-7           (c)  The department shall issue license plates under this
 1-8     section to a person who:
 1-9                 (1)  applies to the county assessor-collector of the
1-10     county in which the person resides on a form provided by the
1-11     department; and
1-12                 (2)  pays an annual fee of $26 [$25], in addition to
1-13     the fee prescribed by Section 502.161, and, if personalized
1-14     prestige license plates are issued, in addition to the fee
1-15     prescribed by Section 502.251.
1-16           (d)  Of each fee collected under this section, the [The]
1-17     department shall deposit:
1-18                 (1)  $1 to the credit of the Texas cultural endowment
1-19     fund established under Section 444.026, Government Code; and
1-20                 (2)  $20 [of each fee collected under this section] to
1-21     the credit of the Texas Commission on the Arts operating fund
1-22     established under Section 444.027 of that code [, Government Code].
1-23           SECTION 2.  This Act takes effect September 1, 1999.
1-24           SECTION 3.  The importance of this legislation and the
 2-1     crowded condition of the calendars in both houses create an
 2-2     emergency and an imperative public necessity that the
 2-3     constitutional rule requiring bills to be read on three several
 2-4     days in each house be suspended, and this rule is hereby suspended.
