                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to compensation for public school classroom teachers and
 1-3     full-time librarians for additional days of service.
 1-5           SECTION 1.  Section 21.402, Education Code, is amended by
 1-6     amending Subsections (a) and (f) and adding Subsection (g) to read
 1-7     as follows:
 1-8           (a)  Except as provided by Subsection (d), [or] (e), or (f),
 1-9     a school district must pay each classroom teacher or full-time
1-10     librarian not less than the minimum monthly salary, based on the
1-11     employee's level of experience, determined by the following
1-12     formula:
1-13                             MS = SF X (FSP/ADA)
1-14     where:
1-15             "MS" is the minimum monthly salary;
1-16             "SF" is the applicable salary factor specified by
1-17     Subsection (c);
1-18             "FSP" is the amount appropriated in the General
1-19     Appropriations Act for the fiscal year for the Foundation School
1-20     Program, as determined by the commissioner as provided by
1-21     Subsection (b); and
1-22             "ADA" is the total estimated average daily attendance, as
1-23     defined by Section 42.005, used for purposes of the General
1-24     Appropriations Act for the fiscal year.
 2-1           (f)  The minimum monthly salary of a classroom teacher or
 2-2     full-time librarian in a school district that requires more than
 2-3     the minimum number of days of service required under Section 21.401
 2-4     is an amount equal to the minimum monthly salary determined under
 2-5     this section multiplied by a fraction, the numerator of which is
 2-6     the number of days of service required under Section 21.401 plus
 2-7     the number of additional days required by the district and the
 2-8     denominator of which is the minimum number of days of service
 2-9     required under Section 21.401.
2-10           (g)  In this section, "gross monthly salary" must include the
2-11     amount a teacher or librarian received that represented a career
2-12     ladder salary supplement under Section 16.057, as that section
2-13     existed January 1, 1993.
2-14           SECTION 2.  This Act applies beginning with the 1999-2000
2-15     school year.
2-16           SECTION 3.  The importance of this legislation and the
2-17     crowded condition of the calendars in both houses create an
2-18     emergency and an imperative public necessity that the
2-19     constitutional rule requiring bills to be read on three several
2-20     days in each house be suspended, and this rule is hereby suspended,
2-21     and that this Act take effect and be in force from and after its
2-22     passage, and it is so enacted.
