                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to membership in the Texas County and District Retirement
 1-3     System.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 842, Government Code, is
 1-6     amended by adding Section 842.1015 to read as follows:
 1-7           Sec. 842.1015.  OPTIONAL MEMBERSHIP FOR CERTAIN OFFICERS.
 1-8     (a)  A person who, after August 31, 1999, is elected as an officer
 1-9     of a participating subdivision by the voters of the subdivision
1-10     does not become a member of the retirement system if the person
1-11     files a notice of intention not to become a member with the
1-12     subdivision and the retirement system.
1-13           (b)  A person described by Subsection (a)  who is a member at
1-14     the time of the election to office may decline to continue active
1-15     membership in the retirement system for the period of the person's
1-16     service in office by filing a notice of intention to discontinue
1-17     active membership in the system with the subdivision and the
1-18     system.
1-19           SECTION 2.  This Act takes effect September 1, 1999.
1-20           SECTION 3.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended.
