                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the establishment of a statewide transit expenditure
 1-3     database.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 459.003, Transportation Code, is amended
 1-6     by amending subsection (c) and adding subsection (e) to read as
 1-7     follows:
 1-8           (c)  A social services provider receiving information under
 1-9     Subsection (b) shall, not later than January 1 of each year,
1-10     provide to the transportation provider and the department an
1-11     inventory of current contracts and in-house capital resources for
1-12     the provision of client transportation services within each
1-13     transportation provider's service area or an area contiguous to the
1-14     service area that is not served by a transportation provider.
1-15           (e)  The department will compile a statewide database to
1-16     document transportation expenses and track the number of instances
1-17     in which social service contract dollars are actually awarded to a
1-18     transit operator as a result of compliance with this section.
1-19           SECTION 2.  The importance of this legislation and the
1-20     crowded condition of the calendars in both houses create an
1-21     emergency and an imperative public necessity that the
1-22     constitutional rule requiring bills to be read on three several
1-23     days in each house be suspended, and this rule is hereby suspended.
