                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the disposition of certain stolen property.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Article 47.01a, Code of Criminal Procedure, is
 1-5     amended by adding Subsection (e) to read as follows:
 1-6           (e)  A governmental agency may take title to property
 1-7     delivered to the agency under Subsection (b)(1) free and clear of
 1-8     all liens and claims of ownership if:
 1-9                 (1)  the property is subject to Chapter 501,
1-10     Transportation Code, or Subchapter B-1, Chapter 31, Parks and
1-11     Wildlife Code; and
1-12                 (2)  notice of the hearing under this article was
1-13     provided by certified mail not later than the 10th day before the
1-14     date the hearing was held to:
1-15                       (A)  the last known registered owner of the
1-16     property; and
1-17                       (B)  any recorded lienholder of the property.
1-18           SECTION 2.  This Act takes effect September 1, 1999.
1-19           SECTION 3.  The importance of this legislation and the
1-20     crowded condition of the calendars in both houses create an
1-21     emergency and an imperative public necessity that the
1-22     constitutional rule requiring bills to be read on three several
1-23     days in each house be suspended, and this rule is hereby suspended.
