                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to compensation time for staff development.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 21.451, Texas Education Code is amended
 1-5     by adding subsection (d) as follows:
 1-6           (d)  Teachers, counselors, and librarians are entitled to
 1-7     receive compensatory time to be applied toward the number of hours
 1-8     of staff development offered by the district for workshops,
 1-9     conferences or other professional training the teacher, counselor
1-10     or librarian has attended outside of the regular work day or
1-11     contract year, provided that such professional training is
1-12     supportive of the teacher's, counselor's or librarian's
1-13     areas/levels of certification.
1-14           SECTION 2.  This Act takes effect September 1, 1999.
1-15           SECTION 3.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
