                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to advisory committees to the Parks and Wildlife
 1-3     Commission.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 11, Parks and Wildlife
 1-6     Code, is amended by adding Section 11.0162 to read as follows:
 1-7           Sec. 11.0162.  ADVISORY COMMITTEES TO COMMISSION.  (a)  The
 1-8     chairman may appoint committees to advise the commission on issues
 1-9     under its jurisdiction.
1-10           (b)  The chairman may adopt rules that set the membership,
1-11     terms of service, qualifications, operating procedures, and other
1-12     standards to ensure the effectiveness of an advisory committee
1-13     appointed under this section.
1-14           SECTION 2.  The following provisions of the Parks and
1-15     Wildlife Code are repealed:
1-16                 (1)  Sections 22.002-22.005;
1-17                 (2)  Sections 22.262-22.264;
1-18                 (3)  Section 28.003;
1-19                 (4)  Section 49.016; and
1-20                 (5)  Section 89.021(d).
1-21           SECTION 3.  Section 22.013, Parks and Wildlife Code, is
1-22     amended to read as follows:
1-23           Sec. 22.013.  MEETINGS.  (a)  The San Jacinto Historical
1-24     Advisory Board shall meet quarterly to review the policies and
 2-1     operations of the San Jacinto Battleground and to advise the
 2-2     department on the proper historical development of the
 2-3     battleground.
 2-4           (b)  The board shall prepare minutes for all board meetings
 2-5     and deliver them to the commission.  The board shall deliver the
 2-6     board's bylaws and any changes made to the bylaws to the
 2-7     commission.  Any minutes or bylaws delivered to the commission
 2-8     shall be delivered by the member of the board who is an employee of
 2-9     the department.
2-10           SECTION 4.  (a)  This Act takes effect September 1, 1999.
2-11           (b)  The term of a member of an advisory committee,
2-12     commission, or board created under Section 22.002, 22.262, 28.003,
2-13     49.016, or 89.021(d), Parks and Wildlife Code, repealed by Section
2-14     2 of this Act, who is serving on August 31, 1999, expires September
2-15     1, 1999.
2-16           (c)  Any bequest, gift, or grant of money or property
2-17     accepted by the Fannin State Park Advisory Commission under Section
2-18     22.004, Parks and Wildlife Code, repealed by Section 2 of this Act,
2-19     that is held by the commission on August 31, 1999, is transferred
2-20     on September 1, 1999, to the Parks and Wildlife Department; if a
2-21     grantor of transferred funds or property specified a purpose for
2-22     which the funds or property were to be used, the department shall
2-23     use those funds or property for the specified purpose.
2-24           (d)  The department shall retain all data collected under
2-25     Section 22.005, Parks and Wildlife Code, repealed by Section 2 of
2-26     this Act, and shall use it to depict the story of Texas history and
2-27     independence at the battleground.
 3-1           SECTION 5.  The importance of this legislation and the
 3-2     crowded condition of the calendars in both houses create an
 3-3     emergency and an imperative public necessity that the
 3-4     constitutional rule requiring bills to be read on three several
 3-5     days in each house be suspended, and this rule is hereby suspended.
