                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to student fees for bus services at Southwest Texas State
 1-3     University.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 54.511(b), Education Code, is amended to
 1-6     read as follows:
 1-7           (b)  Not more than once in an academic year, the board may
 1-8     increase the fee authorized in Subsection (a) of this section for
 1-9     the purpose of covering increased operating costs of the bus
1-10     service.  Any increase in the fee must be approved by a two-thirds
1-11     [majority] vote of those students participating in a general
1-12     election called for that purpose. However, the total fee may not
1-13     exceed $46 [$30] per semester or $23 [$15] per six-week summer
1-14     term.
1-15           SECTION 2.  The change in law made by this Act applies
1-16     beginning with fees imposed in the 1999 fall semester.  Beginning
1-17     with that semester, an increase in the fee imposed under Section
1-18     54.511, Education Code, takes effect only if the fee increase is
1-19     approved by a vote of the students as required by Section
1-20     54.511(b), as amended by this Act.
1-21           SECTION 3.  The importance of this legislation and the
1-22     crowded condition of the calendars in both houses create an
1-23     emergency and an imperative public necessity that the
1-24     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended,
 2-2     and that this Act take effect and be in force from and after its
 2-3     passage, and it is so enacted.
