                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to staff development in public schools.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 21.451(a), Education Code, is amended to
 1-5     read as follows:
 1-6           (a)  The staff development provided by a school district must
 1-7     be conducted in accordance with minimum standards developed by the
 1-8     commissioner for program planning, preparation, and improvement.
 1-9     The staff development:
1-10                 (1)  must include [technology training and] training
1-11     in:
1-12                       (A)  technology;
1-13                       (B)  conflict resolution and discipline
1-14     strategies;
1-15                       (C)  instructing students with disabilities; and
1-16                       (D)  implementation of Subchapter A, Chapter 37;
1-17     and
1-18                 (2)  may include instruction as to what is permissible
1-19     under law, including opinions of the United States Supreme Court,
1-20     in regard to prayers  in public school.
1-21           SECTION 2.  This Act applies beginning with the 2000-2001
1-22     school year.
1-23           SECTION 3.  The importance of this legislation and the
1-24     crowded condition of the calendars in both houses create an
 2-1     emergency and an imperative public necessity that the
 2-2     constitutional rule requiring bills to be read on three several
 2-3     days in each house be suspended, and this rule is hereby suspended,
 2-4     and that this Act take effect and be in force from and after its
 2-5     passage, and it is so enacted.
