1-1                                   AN ACT
 1-2     relating to the investment capital fund administered by the Texas
 1-3     Education Agency.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 7.024(d), Education Code, is amended to
 1-6     read as follows:
 1-7           (d)  A grant from the fund shall be made directly to the
 1-8     school and may be used for the training and development of school
 1-9     staff, parents, and community leaders in order that they understand
1-10     and implement the academic standards and practices necessary for
1-11     high academic achievement, appropriate strategies to deregulate and
1-12     restructure the school in order to improve student achievement, and
1-13     effective strategies to organize parents and community leaders into
1-14     a large, nonpartisan constituency that will hold the school and the
1-15     school district accountable for achieving high academic standards.
1-16     The [Not more than 25 percent of the] grant may be used to
1-17     implement strategies developed by the partners that are designed to
1-18     enrich or extend student learning experiences outside of the
1-19     regular school day.
1-20           SECTION 2.  This Act takes effect September 1, 1999.
1-21           SECTION 3.  The importance of this legislation and the
1-22     crowded condition of the calendars in both houses create an
1-23     emergency and an imperative public necessity that the
1-24     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended.
